FIFTY-SEVENTH LEGISLATURE FIRST REGULAR SESSION, 2025 March 8, 2025 Mr. Speaker: Your JUDICIARY COMMITTEE, to whom has been referred HOUSE BILL 428 has had it under consideration and reports same with recommendation that it DO PASS, amended as PROVIDING THAT A RULE SHALL NOT INCLUDE INTERNAL SECURITY PROCEDURES". 2. On page 8, line 11, after "RULES", insert "--EXEMPTIONS". 3. On page 8, line 19, strike "forty-five" and insert in lieu thereof "thirty". 4. On page 8, line 24, strike the closing quotation mark and between lines 24 and 25, insert: "C. As used in this section, a rule shall not include internal security procedures related (2) hostage and riot response; (3) crisis negotiation response teams; (4) correctional emergency response teams; (5) emergency preparedness management unit; (6) security threat intelligence units; (7) facility design; (8) perimeter security, including towers, rovers, vehicle controls, traffic and gate controls; or (9) the management of a correctional facility's schedules, transport details, command center, master control or housing unit controls and their functions."".
