89(2) HR 70 - Enrolled version - Bill Text H.R. No. 70 RESOLUTION WHEREAS, Bryan Collier is retiring from the Texas Department of Criminal Justice on August 31, 2025, and the conclusion of his 40-year career with the agency provides a fitting opportunity to reflect on his many contributions; and WHEREAS, Mr. Collier joined TDCJ as a clerk in 1985, and he went on to serve in a number of capacities, including as a correctional officer, parole officer, section director, parole division director, and deputy executive director; he assumed his current role as executive director in 2016, and for nearly a decade, he has overseen the operations of one of the largest adult criminal justice systems in the nation; and WHEREAS, Under Mr. Collier's able guidance, TDCJ has significantly reduced recidivism while investing in the rehabilitation and reentry of individuals who have been incarcerated; in addition, he has worked with state officials to secure pay raises for correctional staff and parole officers, and he has helped to implement a number of transformative programs for peer support and inmate self-improvement; he also recently commemorated the ground-breaking of a new training facility; and WHEREAS, An active member of the American Correctional Association, Mr. Collier has served on the organization's board of governors, and he has further distinguished himself as vice-chair of the …
