A CONCURRENT RESOLUTION Proposing an amendment to the constitution of Arizona; amending article XI, Constitution of Arizona, by adding section 12; relating to education. (TEXT OF BILL BEGINS ON NEXT PAGE) Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring: 1. Article XI, Constitution of Arizona, is proposed to be amended by adding section 12 as follows if approved by the voters and on proclamation of the requirements for modification Section 12. A. To promote continuity in educational funding and services for current and future students in kindergarten PROGRAMS AND primary and secondary educational programs in this state, this state or any officer of this state MAY not reduce below the level on the effective date of this section the annual distribution rate from the permanent fund that corresponds to land granted to this state by the enabling act for the use and benefit of common schools below the distribution rate prescribed in article X, section 7, subsection G, paragraph 2 until fiscal year 2035-2036, except as provided in article X, section 7, subsection I, J or K, or below the distribution rate prescribed in article X, section 7, subsection G, paragraph 3, except with an affirmative vote of at least three-fourths of the members of each house of the legislature.
