Penzo SENATE RESOLUTION TO RECOGNIZE THE WINNERS OF THE IBLA GRAND PRIZE INTERNATIONAL MUSIC COMPETITION; AND TO COMMEND THE IBLA GRAND PRIZE MUSIC COMPETITION AND FESTIVAL FOR STRENGTHENING CULTURAL EXCHANGE THROUGH MUSICAL OUTREACH. Subtitle TO RECOGNIZE THE WINNERS OF THE IBLA GRAND PRIZE INTERNATIONAL MUSIC COMPETITION; AND TO COMMEND THE IBLA GRAND PRIZE MUSIC COMPETITION AND FESTIVAL FOR STRENGTHENING CULTURAL EXCHANGE THROUGH MUSICAL OUTREACH.
