Recovery Month WHEREAS, National Recovery Month has been observed each September since 1989 to promote evidence-based treatment and recovery practices, honor the strength of the recovery community, and recognize the dedication of the service providers and communities that make recovery possible; and WHEREAS, Substance use disorders (SUDs) and mental health conditions affect individuals, families, and communities across every region of California, and recovery is achievable when people have timely access to a full continuum of quality care close to home; and WHEREAS, California voters approved Proposition 1 at the March 5, 2024, statewide primary election, which included the Behavioral Health Infrastructure Bond Act of 2024, authorizing a general obligation bond of approximately $6.38 billion to expand behavioral health treatment, residential care, and supportive housing across the state; and WHEREAS, Under Proposition 1, the State Department of Health Care Services administers up to $4.4 billion in competitive grants through the Behavioral Health Continuum Infrastructure Program (BHCIP) to construct, acquire, and rehabilitate facilities that deliver behavioral health and SUD treatment in California communities; and WHEREAS, The Proposition 1 Bond BHCIP awards have funded 177 projects across 333 …
