Hoffner, Pinkney, Wilson HOUSE OF REPRESENTATIVES 153rd GENERAL ASSEMBLY HOUSE CONCURRENT RESOLUTION NO. 137 REQUIRING THE DEPARTMENT OF EDUCATION TO REVIEW AND REPORT ON DELAWARE MATHEMATICS INSTRUCTION AND MULTI-TIERED SYSTEM OF SUPPORT. WHEREAS, Delaware has adopted a Multi-Tiered System of Support (MTSS) framework regulation (14 DE Admin. Code 508) to provide academic supports to students; and WHEREAS, the Delaware Department of Education's 2025-2028 Strategic Plan identifies strengthening MTSS as a key strategy to improve student success by providing academic supports, including personalized instruction across student groups; and WHEREAS, persistent challenges remain in elementary, middle, and high school mathematics achievement, including student gaps in foundational skill mastery, access to grade-level content, and coherence across core instruction and interventions; and WHEREAS, there is a need to ensure that tiered instructional systems are coherent, aligned to state standards, and responsive to individual student needs, including prerequisite skill mastery necessary for success in grade-level coursework . NOW, THEREFORE: BE IT RESOLVED by the House of Representatives of the 153rd General Assembly of the State of Delaware, the Senate concurring therein, that the Delaware Department of Education is required to review the State's current MTSS framework in coordination with the DE Mathematics Framework as it relates to elementary, middle, and high …
