WHEREAS, Healthcare & Emergency Solutions, LLC, (HCES) is a Georgia-founded emergency management and healthcare consulting firm that has distinguished itself through innovative service and commitment to public health; and WHEREAS, HCES was founded by Dr. Bruce A. James II, a Bainbridge, Georgia, native and pharmacist by training, whose vision and leadership have driven the company's mission to address healthcare disparities and improve outcomes for underserved communities; and WHEREAS, through its work, HCES has played a critical role in supporting healthcare delivery and emergency response efforts across the United States, particularly in the wake of natural disasters and unforeseen public health crises; and WHEREAS, the company operates in a specialized and essential niche, serving and assisting tens of thousands of Americans each year by providing timely, effective, and life-saving healthcare solutions; and H.
