A RESOLUTION Recognizing and commending Chief Torrance Garvin; and for other purposes. WHEREAS, Chief Torrance Garvin served with honor and distinction for 34 years with the Savannah Police Department, culminating in his role as Chief of Police; and WHEREAS, throughout his extensive tenure, he held numerous positions across a wide range of divisions, including the Crime Suppression Unit, Recruiting Unit, Special Investigations Section, Violent Crimes Task Force, and the Criminal Investigations Division, advancing through the ranks of sergeant, lieutenant, and captain; and WHEREAS, he further strengthened his leadership and professional development through his completion of Leadership Savannah and the International Association of Chiefs of Police's Leadership in Police Organizations Course; and WHEREAS, he has maintained active involvement in professional organizations such as NOBLE, the National Organization of Black Law Enforcement Executives, as well as the Georgia Chiefs of Police Association; and S.
