HR1052LRB104 23470 MST 39950 r HR1052 LRB104 23470 MST 39950 r HR1052 LRB104 23470 MST 39950 r HOUSE RESOLUTION WHEREAS, Independent costume stores are unique creative institutions that provide costumes, theatrical wardrobes, professional makeup, accessories, and other products to people seeking to transform themselves and bring characters and stories to life; and WHEREAS, These locally owned businesses serve Illinoisans on a year-round basis, supporting schools, theatres, performing artists, television and film productions, and other events throughout the State; and WHEREAS, Independent costume stores, like many other small businesses, preserve specialized skills and knowledge about costume design, construction, alterations, and styling and serve as a unique repository of expertise; and WHEREAS, The National Costumers Association (NCA), founded in 1923, has represented and supported professional costumers, costume shops, manufacturers, designers, and other members of the industry for more than a century; and WHEREAS, The NCA has established October 10, 2026 as the inaugural National Independent Costume Store Day to celebrate these small businesses and encourage communities throughout HR1052- 2 -LRB104 23470 MST 39950 r HR1052 - 2 - LRB104 23470 MST 39950 r HR1052 - 2 - LRB104 23470 MST 39950 r the country to recognize and support their local costume professionals; and WHEREAS, Chicago has a rich history of locally owned costume businesses, such as the Chicago Costume Company, founded in …
