*HR1508* Introduced Version HOUSE RESOLUTION No. ___ Introduced by: Andrade ____________________________________ A HOUSE RESOLUTION recognizing Terry Lynch. Whereas, Terry Lynch began five decades of leadership in the Heat & Frost Insulators Union with his entry into Local 17's apprenticeship program in 1970, where he demonstrated early commitment to excellence and service to working families; Whereas, Mr. Lynch rose through the ranks of Local 17, serving as Vice President, Recording and Financial Secretary, and Trustee for the Health & Welfare, Pension, and Annuity Funds, and he provided steady, trusted leadership that strengthened worker protections, advanced apprenticeship programs, and supported the well-being of his members and community; Whereas, As chairman of several jointly trusted committees, HR 1508/DI 140 2026 including the Joint Apprentice Training Committee, Mr. Lynch played a pivotal role in improving safety standards, expanding training opportunities, and ensuring the next generation of tradespeople had the support and resources needed to succeed; Whereas, In 1996, Mr. Lynch was elected business manager of Local 17, leading with integrity, fairness, and a deep dedication to improving the lives of working families, while fostering strong labor-management relationships that benefited the broader community; Whereas, In 2002, Mr. Lynch was elected Vice President of the Insulators International Union, where he served as Political and Legislative Director and Health Hazard Administrator, advocating nationally for worker safety, labor …
