A BILL FOR An Act modifying the major economic growth attraction program, and including effective date provisions. BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 6980YC (1) jm/jh H.F. _____ Section 1. Section 15.491, Code 2026, is amended by adding the following new subsections: NEW SUBSECTION. 1A. "Affiliate" means the same as defined in section 423.1. NEW SUBSECTION. 24A. "Rural county" means a county in this state with a population of fifty thousand persons or less based on the most recent decennial census released by the United States bureau of census. Sec. 2. Section 15.492, subsection 1, paragraph a, Code 2026, is amended by striking the paragraph and inserting in lieu thereof the following: a. (1) (a) For a business's proposed project receiving tax credits under section 15.496, subsection 1, paragraph "a", subparagraph (1), the project must be located on a site where the business has a controlling interest in or located on a certified site greater than two hundred fifty acres. (b) For a business's proposed project receiving tax credits under section 15.496, subsection 1, paragraph "a", subparagraph (2), the business's proposed project must be located on a site where the business has a controlling interest in or a certified site greater than two hundred fifty acres or the business must document to the …
