Louisiana HR404: INFRASTRUCTURE: Urges and requests that Louisiana utilities assess their electric grids for vulnerabilities to ground induced currents
Status: Introduced, June 1, 2026
What the bill says
A resolution To urge and request that Louisiana utilities assess their electric grids for vulnerability to ground induced currents (GICs) and resulting harmonics using the latest International Electrotechnical Commission (IEC) and Institute of Electrical and Electronics Engineers (IEEE) standards and that the state should explore federal funding opportunities and financial incentives to enable Louisiana utilities to protect their system from GICs.
From the introduced text:
A RESOLUTION To urge and request that Louisiana utilities assess their electric grids for vulnerability to ground induced currents (GICs) and resulting harmonics using the latest International Electrotechnical Commission (IEC) and Institute of Electrical and Electronics Engineers (IEEE) standards and that the state should explore federal funding opportunities and financial incentives to enable Louisiana utilities to protect their system from GICs. WHEREAS, Louisiana House Resolution No. 265, passed in 2025, urged the state to "explore technology, policy, and cost recovery mechanisms to harden the Louisiana electrical grid against electromagnetic threats" and yet the Louisiana grid remains vulnerable to a specific electromagnetic threat known as GICs which are quasi-direct currents induced in the ground by solar weather events, such as geomagnetic disturbances (GMDs), and the late-time portion of high-altitude nuclear electromagnetic pulse (HEMP); and WHEREAS, GICs enter the electric grid from the Earth through ground-connected neutral wires of high voltage transformers and studies have shown that GIC can negatively impact power transmission systems through asymmetric half-cycle transformer core saturation which can make them an active threat to the rest of the electric grid; and WHEREAS, GMD and HEMP can induce thousands of amps of GIC and GIC-induced harmonics generated by high voltage transformers continue to grow as the harmonics travel into lower voltage distribution towards the load; and Page 1 of …
