What the bill says
From the introduced text:
One Hundred Ninth Legislature - Second Session - 2026 Introducer's Statement of Intent LB1069 Chairperson: Senator Mike Jacobson Committee: Banking, Commerce and Insurance The following constitutes the reasons for this bill and the purposes which are sought to be accomplished thereby: The intent of LB 1069 is to establish a clear eligibility standard for state-funded emergency medical services grants administered by the Department of Health and Human Services. The bill requires emergency medical service providers to maintain and implement billing practices that seek reimbursement from available public, private, and third-party payors before applying for state grant assistance. This requirement ensures that limited state grant funds are used as a supplement to--not a substitute for--other available funding sources, and preserved for providers who demonstrate a genuine financial need.
