An Act concerning the plan administration of the State Health Benefits Program and amending P.L.1961, c.49 and P.L.2011, c.78. Be It Enacted by the Senate and General Assembly of the State of New Jersey: 1. Section 3 of P.L.1961, c.49 (C.52:14-17.27) is amended to read as follows: 3. a. There is hereby created a State Health Benefits Commission, consisting of [five] [ADDED: 13] members [ADDED: as follows] : [ADDED: (1)] the State Treasurer; the Commissioner of Banking and Insurance; the Chairperson of the Civil Service Commission [ and the Commissioner of Health, or their designees, who shall serve ex officio] ; [a State employees' representative chosen by the Public Employee Committee of the AFL-CIO; and the fifth member of the commission shall be a local employees' representative chosen by the Public Employee Committee of the AFL-CIO.] [ADDED: (2) one member appointed by the Governor who shall represent local government employers;] [ADDED: (3) one member appointed by the Governor who shall represent higher education employers;] [ADDED: (4) three members appointed by the Public Employee Committee of the New Jersey AFL-CIO who are members of each of the three public employee organizations affiliated with the New Jersey AFL-CIO with the largest number of employees participating in the State Health Benefits Program; ] [ADDED: (5) one member appointed by the public employee organization …
