An Act requiring the Department of Health to create a database, and supplementing Title 26 of the Revised Statutes. Be It Enacted by the Senate and General Assembly of the State of New Jersey: 1. The Commissioner of Health shall establish a database to track the administration of and response to the vitamin K injection given to newborns. The database shall be de-identified and shall date of injection; response to injection; and any other demographic data deemed necessary by the commissioner. The information reported to and compiled by the Department of Health pursuant to this act is to be used only by the department and such other agencies as may be designated by the commissioner and shall not otherwise be divulged or made public. 2. The Commissioner of Health, pursuant to the Administrative Procedure Act, P.L.1968, c.410 (C.52:14B-1 et seq.), shall adopt rules and regulations to effectuate the provisions of this act. 3. This act shall take effect immediately. STATEMENT This bill would require the Department of Health to establish a database recording the provision of and response to the vitamin K injection given to newborns. The department would collect the date of birth, date of injection, response to injection, and any other demographic data deemed necessary by the commissioner.
