A RESOLUTION Honoring the memory of the late Honorable Andrew James Carn, former member of the House of Representatives from the 197th Legislative District, Philadelphia County. WHEREAS, Mr. Carn was born in Philadelphia on August 25, 1950, to Reggie and Evonia Carn; and WHEREAS, Mr. Carn was a 1968 graduate of Thomas Edison High School and earned a bachelor's degree in electrical engineering from Howard University in 1973; and WHEREAS, Mr. Carn was employed as an engineer for United Engineers, Inc., and as a producer and moderator of The Breakfast Show on WDAS radio, where he engaged in urban issues; and WHEREAS, Mr. Carn went on to serve as director of the Negro Trade Union Leadership Council and Philadelphia Housing Neighborhood Services, Inc., as well as executive director of Philadelphia Committee for Service to Youth, Inc.; and WHEREAS, Mr. Carn was elected to the House of Representatives in 1982 and served the 197th Legislative District through 2000; and WHEREAS, Mr. Carn's legislative record included championing causes such as neighborhood revitalization, youth development, African-American entrepreneurship and expanded economic opportunities; and WHEREAS, During his tenure, Mr. Carn served on the House Appropriations Committee and the Select Committee to Investigate the Commonwealth's Response to Medicaid Fraud; and WHEREAS, Mr. Carn then served as President of the Berean Institute prior to becoming a videographer, …
