2026 SESSION HOUSE RESOLUTION NO. 11 Commending Robert L. Bailey. Agreed to by the House of Delegates, January 26, 2026 WHEREAS, Robert L. Bailey, an esteemed public servant who dedicated nine years to serving the citizens of Lynchburg, concluded his tenure as treasurer of the City of Lynchburg in 2025; and WHEREAS, born and raised in Lynchburg, Robert Bailey graduated from E.C. Glass High School before earning bachelor's and master's degrees from what is today the University of Lynchburg; and WHEREAS, Robert Bailey won a special election to serve as treasurer of the City of Lynchburg in 2016 and, in recognition of his accomplishments, was re-elected in 2017 and 2021; and WHEREAS, in his role as treasurer, Robert Bailey demonstrated great work ethic and integrity as he oversaw the collection of taxes and local fees and the disbursal of payments on behalf of the City of Lynchburg; and WHEREAS, Robert Bailey's financial acumen and commitment to quality service proved vital to ensuring the successful and responsible management of the City of Lynchburg's finances over the past decade; and WHEREAS, with an emphasis on efficiency, productivity, and professionalism, Robert Bailey brought distinction to the City of Lynchburg's Office of the Treasurer; and WHEREAS, through his unwavering commitment to fiscal responsibility and good governance, Robert Bailey made a meaningful and lasting impact …
