2026 SPECIAL SESSION I INTRODUCED 26200376D SENATE RESOLUTION NO. 2098 Offered October 27, 2026 Celebrating the life of Billy Charles Patton. ---------- Patron--Hackworth ---------- WHEREAS, Billy Charles Patton, a respected member of the Richlands community who played important roles in local life through his commitment to service, died on August 28, 2026; and WHEREAS, born to the late Earl and Mildred Patton, Billy "Bill" Patton was a proud, lifelong resident of Richlands and graduated from Richlands High School in 1961; and WHEREAS, Bill Patton worked for more than 42 years as a photographer for the Richlands News-Press, enhancing coverage of news and local interest stories through his skill behind the lens; and WHEREAS, Bill Patton also provided dignified service to local families in their time of need as an assistant funeral director for Hurst-Scott Funeral Home; and WHEREAS, Bill Patton served the nation in uniform as a member of the United States Army National Guard, then further demonstrated his commitment to service and public safety by playing an instrumental role in the establishment of the Richlands Rescue Squad; and WHEREAS, Bill Patton will be fondly remembered and greatly missed by his wife, Karen; his sons, Billy, Jr., and Tivis, and their families; and numerous other family members and friends; now, therefore, be it RESOLVED, That the Senate of Virginia hereby …
