HOUSE Concurrent RESOLUTION 23 (By Delegates Statler, Hillenbrand) [Originating in the Committee on Education; Reported on February 25, 2026] Requesting the Joint Committee on Government and Finance to conduct a study investigating the most appropriate method of providing more Firefighter I and II instructional programs across the state. Whereas, there has been testimony before the Education Committee that some counties lack either instructors or the money to pay for the instruction; Whereas, in many counties, firefighters are unpaid volunteers; Whereas, there has been testimony before the Education Committee that the lack of first responders is resulting in a delayed or no response to 911 calls; Whereas, there is a need to increase our state's firefighter workforce Resolved by the House of and, be it Further Resolved, That the study investigates the areas in the state that have issues with recruitment, retainment, and training of firefighters; and, be it Further Resolved, That the study includes the appropriate amount and location of Fire Fighter Education Programs; and, be it Further Resolved, That the study determines the appropriate number of instructors to be employed across the state; and, be it Further Resolved, That the study includes the estimated costs of establishing and sustaining the programs; and, be it Further Resolved, That the expenses necessary to conduct this study, prepare a report, and to …
