HOUSE CONCURRENT RESOLUTION 28 (By Delegates Dillon, Coop-Gonzalez, Butler, Dean, Anders, Martin, Clay, Masters, Jordan, Pritt, G. Howell, Bridges, Fehrenbacher, Miller, and Vance) [Introduced March 5, 2026; referred to the Committee on Rules] Requesting the Legislature to direct the Office of the Attorney General and Office of the Treasurer to collaboratively produce a study of the state appropriations and budget of the current year and previous five year period for the purpose of identifying each budget line or supplementary appropriation item. Whereas, The Constitution of West Virginia mandates certain core functions of government, certain individual rights, and spending associated with protecting the same; and Whereas, The Constitution of West Virginia permits additional spending appropriations and authorizations beyond those arising from constitutional mandates and core functions of government; and Whereas, Taxpayer dollars should always be collected and budgeted with the first priority given to fulfilling constitutional requirements before additional appropriations can be authorized; therefore, be it Resolved by the Legislature of West and, be it Further Resolved, That the study shall include an examination of the (2) Spending arising from fulfilling core functions of government as expressed in the Constitution of West Virginia; (3) Spending permitted in pursuit of a policy goal, but not arising from fulfillment of constitutional obligation or core constitutional state governmental functions; and (4) Spending with historical …
