ACT 26-443 IN THE COUNCIL OF THE DISTRICTOF COLUMBIA OCTOBER 20, 2026 To approve, on an emergency basis, Proposed Modification No. M003 to ContractNo. DCRL~ 2026-C-0024 with Crawford Consulting and Mental Health Service, Inc. to provide community-basedresidential and social services and to authorizepayment forthe services received under themodification. BEIT ENACTED BY THE COUNCIL OFTHE DISTRICT OF COLUMBIA, That this actmay be cited as the "ModificationNo. M003 to ContractNo. DCRL-2026-C-0024 with Crawford Consultingand Mental Health Service, Inc. Approval and Payment Authorization Emergency Act of2026". Sec. 2. Pursuant to section 451 ofthe District ofColumbia Home Rule Act, approved December24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51), and notwithstanding the requirements ofsection 202ofthe Procurement PracticesReform Actof2010, effective April 8, 2011 (D.C. Law 18-371; D.C. Official Code § 2-352.02), theCouncil approves Proposed Modification No. M003 to ContractNo. DCRL-2026-C-0024 with CrawfordConsultingand Mental Health Service, Inc. to providecommunity-based residential and social services and authorizespayment in the total not-to-exceed amountof $1,774,850.84 for the services received and to be received under the modification. Sec. 3. Fiscal impactstatement. 'The Council adopts the fiscal impact statement provided by theChief Financial Officer as the fiscal impactstatement required by section4aof the General Legislative ProceduresAct of 1975, approved October 16, 2006 (120 Stat. 2038; D.C.
