From the enrolled text, October 6, 2026:
A RESOLUTION 26-521 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA October 6, 2026 To declare the existence of an emergency, due to congressional review, with respect to the need to amend the Language Access Act of 2004 to authorize the Mayor to issue rules to implement the provisions of that act. RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Language Access Rulemaking Authority Congressional Review Emergency Declaration Resolution of 2026". Sec. 2. The Council has passed emergency and temporary legislation to ensure that the Mayor, through the Office of Human Rights, can promulgate and amend rules to allow for the fair and effective enforcement of the Language Access Act of 2004, effective June 19, 2004 (D.C. Law 15-167; D.C. Official Code § 2-1931 et seq.). However, the Council anticipates a potential lapse in the law while the most recent temporary legislation undergoes congressional review. Further emergency legislation is therefore necessary. Sec. 3. The Council of the District of Columbia determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the Language Access Rulemaking Authority Congressional Review Emergency Amendment Act of 2026 be adopted after a single reading. Sec. 4. This resolution shall take effect immediately.
