A BILL To amend the Higher Education Act of 1965 to provide for teacher and school leader quality enhancement and to enhance institutional aid. SECTION 1. Short title This Act may be cited as the Preparing and Retaining Education Professionals Act of 2026 or the PREP Act of 2026 . SECTION 2. Teacher and school leader quality enhancement Title II of the Higher Education Act of 1965 ( 20 U.S.C. 1021 et seq. ) is amended to read as follows: II Teacher and school leader quality enhancement SECTION 200. Definitions In this title: (1) 2+2 program The term 2+2 program means a partnership between a junior or community college, as defined in section 312, and a 4-year degree-granting institution of higher education in which teacher candidates can begin teacher preparation in the junior or community college and fully transfer their credits to the 4-year institution of higher education, where the students complete their teacher preparation. (2) Arts and sciences The term arts and sciences means-- (A) when referring to an organizational unit of an institution of higher education, any academic unit that offers one or more academic majors in disciplines or content areas corresponding to the academic subject matter areas in which teachers provide instruction; and (B) when referring to a specific academic subject area, the disciplines or content areas …
