A BILL To allow the Secretary to insure mortgages for certain first-time homebuyers, and for other purposes. SECTION 1. Short title This Act may be cited as the Doorway to the American Dream Act . SECTION 2. Insurance of mortgages for certain first-time homebuyers (a) In general Title II of the National Housing Act is amended by inserting after section 203 the following: SECTION 203A. Insurance of mortgages for certain first-time homebuyers (a) In general The Secretary is authorized upon application by the mortgagee, to insure, as hereinafter provided, any mortgage (as defined in section 201 of this Act) offered to him which is eligible for insurance as hereinafter provided, and, upon such terms as the Secretary may prescribe, to make commitments for the insuring of such mortgages prior to the date of their execution or disbursement thereon. (b) Eligibility (1) In general To be eligible for insurance under this section, a mortgage shall-- (A) be secured by a property that is a dwelling designed principally for a single-family resident; (B) have been made to, and be held by, a mortgagee approved by the Secretary as responsible and able to service the mortgage properly; (C) be provided by a mortgagee approved by the Secretary to a mortgagor who, as determined by the Secretary-- (i) is part of a household with …
