A BILL To direct the Administrator of the National Oceanic and Atmospheric Administration to carry out a National Centers for Coastal Ocean Science program, and for other purposes. SECTION 1. Short title This Act may be cited as the Coastal Ocean Research for Management Act of 2026 . SECTION 2. National Centers for Coastal Ocean Science (a) Findings Congress finds the following: (1) Coastal, ocean, and Great Lakes ecosystems and habitats are critical to the economy, security, and quality of life of the United States. (2) Scientific research and monitoring of coastal, ocean, and Great Lakes ecosystems and habitats are essential to understanding, managing, and conserving these vital resources. (3) Multiple offices and labs of the National Oceanic and Atmospheric Administration contribute science, monitoring, and forecasting to prepare for and respond to coastal, ocean, and Great Lakes threats, including coastal erosion, habitat degradation, overfishing, pollution, invasive species, and harmful algal blooms. (4) The National Centers for Coastal Ocean Science were established to coordinate coastal, ocean, and Great Lakes monitoring and research across program areas and authorities to deliver actionable scientific information and tools to coastal communities and resource managers.
